नई दिल्ली: अंतरराष्ट्रीय उड़ानों के यात्रियों को देश के हवाईअड्डों की ‘ शुल्क मुक्त ’ दुकानों से सामान खरीदारने पर माल एवं सेवाकर (जीएसटी) नहीं देना होगा. राजस्व विभाग जल्द ही इस छूट के बारे में स्पष्टीकरण जारी करेगा. एक अधिकारी ने यह बात कही. बता दें कि इससे पहले अग्रिम निर्णय प्राधिकरण (एएआर) की नई दिल्ली पीठ ने मार्च में दी गई एक व्यवस्था में कहा था हवाईअड्डों पर शुल्क मुक्त दुकानों से वस्तुओं की बिक्री पर जीएसटी लगेगा. एएआर के निर्णय के बाद राजस्व विभाग को कई पक्षों की तरफ से पत्र मिले] जिसमें स्थिति स्पष्ट करने का आग्रह किया गया था. अधिकारी ने कहा, ”राजस्व विभाग का रुख हमेशा साफ रहा है कि हम अपने करों का निर्यात नहीं कर सकते. हम स्पष्टीकरण जारी करेंगे जिसमें साफ होगा कि शुल्क मुक्त दुकानें जीएसटी नहीं लगाएंगी.”

पासपोर्ट की प्रति देना होगी
राजस्व विभाग स्पष्ट करेगा कि शुल्क मुक्त दुकानों को उन यात्रियों से केवल पासपोर्ट की प्रति लेनी होगी, जिन्हें वे सामान बेचती हैं और बाद में ये दुकाने अपने माल की खरीद पर चुकाए गए जीएसटी के रिफंड का दावा सरकार से कर सकेंगी. पासपोर्ट की प्रति को वस्तुओं की बिक्री का सबूत माना जाएगा.

भ्रम की स्थिति
विशेषज्ञों के अनुसार एडवांस रूलिंग प्राधिकरण (एएआर) के आदेश से भ्रम की स्थिति पैदा हुई है. उन्हें जीएसटी व्यवस्था लागू होने से पहले केंद्रीय बिक्री कर तथा मूल्य वर्द्धित कर (वैट) से छूट प्राप्त थी. पूर्व अप्रत्यक्ष कर व्यवस्था में इन दुकानों से उत्पादों की बिक्री को निर्यात माना जाता था.

परिपत्र लाने की तैयारी
एएमआरजी एंड एसोसिएट्स के भागीदार रजत मोहन ने कहा कि शुल्क मुक्त दुकानों को वैश्विक स्तर पर कर के बोझ से मुक्त रखा गया है. मोहन ने कहा, जीएसटी नीति प्रकोष्ठ परिपत्र लाने की तैयारी में है, जिसमें ऐसे शुल्क मुक्त दुकानों की स्थिति के बारे में चीजों को स्पष्ट किया जाएगा. साथ ही इसमें भुगतान किए गए कर की वापसी की विस्तृत प्रक्रिया का भी जिक्र हो सकता है.
